South Park was originally a school project Matt and Trey did in college. I think the style of the show is based off of Beavis and Butthead. (The voice of Beavis/Butthead did Kenny's real voice in the movie) The characters are based on various people. Stan is Trey. Kyle is Matt. Cartman of course isn't real. Kenny is based on Matt's childhood friend who would never go to school so they used to joke that they killed Kenny, but he would be back the next day. Butters is based on SP Producer Eric Stough.

South Park came about from "The Spirit of Christmas" an animated short that Parker and Stone made in 1992, Ren & Stimpy was relatively new at that time and Beavis and Butthead was still a ways off.

It was their own ideas and life experiences. Of corse they have shows and writers that influenced them and Ren and Stimpy or Beavis and Butthead could have certainly been 2 of them.
Many of the characters are people they met in life.
Chef: Based on a black chef that worked in the University of Colorado Boulder. He was still working there in 2004, my buddy said he sounded just like the character and was extremely funny.
Mackey: Based on their high school counselor.
Jimbo: Based on a guy in Boulder they read about in the paper that always said "is coming right for us"
